We operate as a not-for-profit League governed by an Executive Committee which manages the affairs and operation of the League as prescribed in our Constitution. A secondary governance tier is made up of the Convenors for each Division. A tertiary tier consists of the individual Team Managers within each of the respective Divisions. The Referees and Timekeeper are paid officials in our employ.
Reporting to the League President, the Convenors are responsible for overseeing the performance of the Team Managers and ensuring competitive balance within the Divisions. They spearhead the player draft process and serve as the main point of contact between the League Executive and the Team Managers.
Reporting to the Division Convenors, the Managers serve as the principal liaison between the League and the players on their roster. They participate in the Division player draft; assist with player evaluation and ratings; manage the player roster; determine positional assignments; serve as the primary conduit for League communications.
Match Penalties or Gross Misconducts automatically trigger a disciplinary process involving a review Committee consisting of the Division Convenor and those Managers whose teams were uninvolved. The Committee must meet within one week of the event to review an Incident Report submitted by the officials. They must then issue a disciplinary ruling. When an indefinite suspension has been issued, the Disciplinary Committee must organize a review meeting to determine the exact length of the suspension or recommend to the Executive Committee expulsion from the League. Players may be expulsed from the League and forfeit fees paid if they are deemed to be in severe violation of the League’s Code of Conduct.
The League makes every effort to respect the preferences of members to play in a specific Division. However, to ensure equal distribution of players across every Division, the League can exercise discretionary authority to override player wishes and assign them based on age, skill level and relative competitiveness. Divisional assignments are final and carry no right of appeal. A player's sole remedy in the event of a non- negotiable placement dispute is to withdraw from the League in exchange for a full refund of fees paid.
We operate as a draft league. Once players have been assigned to their respective Divisions, a draft is conducted in order to assign them to the different teams. The Convenor hosts the draft and ensures that all players have been given a rating which scores them on the basis of their ability and skill level. Each Convenor has the latitude to determine the exact draft methodology and process. The goal is to achieve team parity where each team has an equal chance of winning every week. Once the season is underway, the Convenor may elect to rebalance the teams in order to achieve greater parity.
All members must be 35 years of age during the season leading up to the end of the calendar year. Exceptions to this age eligibility rule may be made at the discretion of the League. Applicants to the League must have played a minimum of five years of competitive hockey and not be considered a novice player. Upon registering, players are required to agree to the League’s Terms of Agreement.
If a season-ending injury occurs in the first month of the season during League play (a maximum of 4 games), The League will offer a full credit toward the following season. The same policy applies to a sudden change in personal circumstances (like a job loss or transfer), or an unexpected health crisis. Request for a credit must be made no later than halfway through the season, submitted to the Registrar in writing, stating why the player thinks he is eligible.
